2026 marks the 105th anniversary of the founding of the Communist Party of China. To thoroughly study and implement the Party’s innovative theories, inherit the red gene, carry forward the revolutionary heritage, and demonstrate the dedication and patriotism of Party member lawyers, Party organizations of the legal industry have called for a series of public welfare legal service activities based on lawyers’ professional strengths. Lin Yuece, a Party member lawyer of our firm, actively responded to the thematic practice arrangements for the 105th anniversary of the Party’s founding, took the initiative to engage in public legal publicity and grassroots rule-of-law empowerment work, and was invited to deliver a special training on comprehensive administrative law enforcement for administrative penalties in the property management sector across Dongguan for the Dongguan Bureau of Housing and Urban-Rural Development.
This training targeted staff from comprehensive law enforcement offices, housing management institutes, villages and communities of all towns, subdistricts and industrial parks across the city, as well as relevant practitioners of the Dongguan Property Management Industry Association. Centering on pain points, difficulties and bottlenecks in law enforcement within the property management sector, the training integrates professional policy interpretation and practical operational guidance. It aims to comprehensively strengthen the professional capabilities of grassroots law enforcement officers and unify the standards and discretion criteria for administrative penalties in the city’s property management field.
At the training session, Lawyer Lin Yuece delivered an in-depth lecture covering three core modules. First, he systematically interpreted the policy backdrop of administrative law enforcement, sorted out relevant requirements, legal bases and the latest industrial supervision guidelines for the municipal comprehensive law enforcement reform in property management, helping participants clarify the original policy intentions and core objectives of law enforcement work. Second, focusing on prominent existing problems in property services and the priorities of rectification, he defined the key targets and supervision directions of the special campaign against irregularities in the property sector. Third, he clearly delineated law enforcement authority and responsibility boundaries at all levels to effectively avoid issues such as ultra vires law enforcement, dereliction of duty and ambiguous division of powers and responsibilities.
Combining real violation cases involving unauthorized dismantling of fire doors and occupation of shared community property, Lawyer Lin Yuece sorted out the legal grounds for identifying illegal acts and explained the discretion criteria for penalties, accurately resolving the confusions and difficulties encountered by grassroots law enforcement officers in daily case handling.
The entire training featured substantial, practice-oriented and well-focused content. It included in-depth interpretations of macro policies as well as practical guidance for frontline law enforcement, effectively helping participants further consolidate their theoretical foundation of administrative law enforcement in property management, standardize law enforcement case-handling procedures and clarify their duties and responsibilities.
Going forward, Lawyer Lin Yuece of our firm will continue to implement the requirements of the voluntary service campaign "I Do Practical Things for the Masses" launched for the 105th anniversary of the founding of the Communist Party of China.
